題目 都市防災生活圈服務潛力之區位問題研究

摘要

基於地震防災的考量,必須能有效掌握居民避難設施選擇類型與避難設施配置之區位,亦即進一步思考於滿足居民避難設施選擇偏好,同時也能有效檢討避難設施配置規劃之適當性。本研究以921重建地區之南投都市計畫區為例,透過問卷調查方式,應用多項羅吉特模型,以「設施型」設施為比較基準要項,學校型設施之避難路線選擇、規劃設計、硬體設施;廣場型設施之硬體設施,係為影響居民面對災害時,決定避難設施類型選擇之重要變數。藉由區位配置準則的影響(公共設施可及性、交通可及性、可容納避難人數、開放空間比、可服務人口數、淹水潛勢、斷層帶影響範圍),應用Weighted Voronoi圖形劃設防災生活圈其邊界線大部份為曲線,比環域分析以距離為覆蓋半徑,更適合避難設施防災生活圈範圍之劃設。

題目 大眾運輸導向建成環境特性對捷運運量影響之研究-以臺北捷運為實證對象

伴隨著國際間永續發展思潮興起,「大眾運輸導向發展(Transit-oriented development, TOD)」逐漸成為各主要城市應用之都市發展型態,以期待透過交通運輸與土地使用之整合,強化運輸系統使用效能與土地使用機能,其中又以提升大眾運輸工具運量為首要目標(Cervero, 2004)。然因應不同之國情與社經背景,TOD之應用與效益在各國仍有許多討論,國內外雖已有相關研究就TOD建成環境特性對捷運運量之影響效益進行驗證,然仍多局限於以橫斷面資料進行分析,並缺乏以TOD-5D建成環境特性(密度、混合土地使用、都市設計、旅次迄點可及性、到達運輸場站距離)進行驗證。基此,本研究以臺北市捷運系統為研究對象,並界定5D建成環境變數後,選定兩時間斷點(2001年與2011),利用多元線性迴歸分析法建立「前期模式」與「後期模式」,並分別對僅包含控制變數之「基礎模式」與納入建成環境變數之「擴充模式」進行校估,以驗證TOD建成環境特性對捷運運量之影響關係。實證結果發現,顯著影響捷運運量之變數雖會因為期間之不同而有所差異,然密度(Density)面向變數仍為主要之影響因素,其中捷運營運後期土地混合使用(Diversity)面向變數有越顯重要之趨勢;此外由模式差異檢定可知,無論是前期模式或後期模式,基本模式與擴充模式間皆具有顯著差異。研究結果可作為台北捷運後續TOD發展之建議。

題目 文化產業的創新與智識資本之研究

摘要

文化產業目前是城市或地方再發展的重要策略,台灣也以文化產業作為國家重點發展計畫。但由於文化產業在創意的本質下,發展更應緊密深植於城市學習、知識發展、智慧、和社會價值資產之上,才能真正藉由創新、藝術、和集體學習的過程提升競爭力。知識與創新確為文化產業競爭優勢的來源,而其資本內涵的界定和評量,成為討論文化產業發展競爭和機會的重要條件。本研究由創新和智識資本觀點,著手對文化產業無形智識資產進行了解。透過文化產業的特質與創新、知識的需求了解,建立文化產業智識資本評量的四大資本項目與評量體系,結果指出「員工創新資本」與「創新資本」應為文化產業發展首重項目。藉由臺北都會區的鶯歌陶瓷產業和音樂產業兩個個案,進行智識資本項目的評量分析,除說明評量體系的可操作性外,並找到文化產業智識資本主體特色,透過學習、與互動交流累積知識,分享與創新經營累積產業智識資本存量,是發展優勢持續要件;結果可作為文化產業永續經營管理的策略建議。

題目 集合式住宅房價泡沫形成之研究-以台中市為例

有鑒於以往房價泡沫文獻較少探討泡沫與房屋特徵間的關係,本文援引特徵價格法研究內外部特徵對房價泡沫的影響。藉由所建構之台中市集合式住宅交易個案資料庫為依據,全面納入「建築內部」、「教育」、「休閒」、「生活機能」、「區位」、「交通」、「安全」、「鄰避設施」八類衡量生活品質的房屋特徵,以房價泡沫取對數值作為應變數,住宅與各類設施距離取對數值為自變數,並將樣本區分為六十五個學區進而實證歸納出學區環域內容易被炒作的特徵。

由研究成果顯示集合式住宅渴望在繁榮的鬧區保有安靜的生活環境,即「鬧中取靜」,換言之與公園綠地等休閒設施距離越近泡沫越大,但對於會帶來大量車流和人潮的交通樞紐及大型遊樂場所等則是距離越遠,泡沫越大。

題目 台灣鄉村地區發展的社會資本評量 :八個鄉鎮比較研究

摘要

近年伴隨鄉村都市化、休閒旅遊化、以及都市移居等發展策略,帶來鄉村地區的經濟機會,卻也帶來社會關係的衝擊與影響。本研究以社會資本為題,提出鄉村地區發展的社會資本評量架構,並藉由個案研究提出鄉村發展的策略建議。研究結果除建構社會資本的五個評量指標並確認可操作性外,個案研究的比較,則發現環境背景的不同,會造成社會資本的累積在不同面向的明顯差異,資本存量的相對性,則可以作為發展現象的評估和改善策略研題的基礎,以提高鄉村地區的發展競爭力。同時也觀察到,目前台灣鄉村普遍存在的良善且和諧的鄰里社會關係,在社會資本之共同價值、人際網絡、信任機制等面向,可以被驗證;而女性願意參與的積極態度,則是社區公共事務推動的關鍵。

題目 影響桃園市陂塘土地利用變遷因素之研究

摘要

人文地景是人類與環境互動下呈現於空間的型式,其分布狀況可以顯現人類於土地上的活動紀錄,土地利用的型式即為其表現的結果。台灣陂塘大多分布於桃園台地,乃是因昔日台地農業灌溉用水引水不易,因此於地表上築堤挖掘而造就的特殊地景。但隨著桃園地區都市發展重心轉移,以土地開發為主的都市擴張計畫,使得桃園陂塘屢受破壞,其土地利用亦隨之產生改變。根據相關研究,陂塘消失的因素包含水質惡化、供水來源消失及建地開發等多項結果,近年來氣候變遷與人口遷移問題亦有可能是原因之一。探討陂塘消失的原因,並找出影響的因素,將有助於環境保育與生態系統的維護,對於氣候變遷的調適亦有助益。因此本研究將從過去學者相關歷史文獻中,歸納整理陂塘的發展變遷歷程,藉由陂塘功能性和外部驅動力兩大影響因子,運用相關分析來研究影響因子與陂塘面積演變間的關聯性,並進行因子多元迴歸分析,以探討歷年影響陂塘土地利用變遷的主要驅動力,並瞭解陂塘面積減少的原因。研究成果顯示近年來陂塘持續地消減當中,變遷比例達57.20%,而影響陂塘減少的因素則包含了人口發展、建地開發與水質變化,根據本研究結果可進行陂塘土地利用變遷之發展模擬,作為因應氣候變遷下桃園市陂塘資源規劃與生態復育之參考。
