Article Application of the Construction Social Cost (COSCO) Model to Analysis of Public Pavement Work Projec

Abstract

In this paper, historical data from 130 practical cases of road pavement work projects in the northern Taiwan area were collected for the quantitative analysis of social costs in terms of traffic, environmental, and commercial impacts. Pragmatic analysis reveals that the daily social costs incurred from roadwork is approximately five-times of the average daily construction cost. Using tools of multiple regression analysis method with SPSS software, a "stepwise regression" analysis was conducted to reveal that three factors-number of vehicles, duration of work, and construction cost-are the most important influential factors for the prediction model of construction social costs. Public work agents may refer the findings from this study in the planning of the roadwork alternatives, prediction of the impacts upon social costs, assessment of catch-up strategies, and even in the preparation of budgets of catch-up incentives.

Article A Study of Industrial Innovation and Production Network-A Case Study of Integrated Circuits Industry

Abstract

 Industry is the highest industry in the year produced-valve of Taiwan. Not only it became the most economic source, it also promoted to go up other related industries grade, among Hsin-chu science-based industrial park's is very important. And introduced by IC of Hsin-chu Scienced-Based park, it caused change about the local industry system. But the variant process in producing space and promoting innovation, cooperating research activities, the relationship between competitive behavior and development in production network, these subjects of debate are lacking in discussion by correlated research. Therefore this research hopes to look about the relationship between Hsin-Chu Integrated Circuits industry and local production network by the research and development, analysis of innovated activities and local foundation's investigation matched.

Abstract

From the perspective of regulation theory, this study tries to explore "the Townscape Renaissance Movement in Taiwan". The goals of this study are to understand what problems the Townscape Renaissance Movement were confronted, and was it efficient or meaningful for our society as an important policy tool? In the meantime, this study tries to combine regulation theory and the movement of townscape renaissance, so it may open a new approach to interpreting the context the movement to researchers and offer some strategic choices to policy-makers.

Article An Assessment Process in Determining Optimal Service/Influence Distance of the Public Facility

Abstract

The service/influence distance of a public facility is vaguely determined by a variety of variables, such as the facility, natural, and socio-economic conditions. This paper develops an objective assessment process in determining the optimal service/influence distance of public facilities, This study uses a fuzzy Delphi questionnaire to collect experts' opinions and employs the max-mm method and the fuzzy integration to 23 public facilities. Our results show optimal service/influence distances for 23 public facilities, and also indicate the variance of interviewers' opinions. The results, o a certain extent, can be used in assessing various facilities in land use and environment context.

Article A Study on Grids-Assembled Approach to Land Use Planning

Abstract

The wish of automated planning through the assistance of mathematical models and computer technologies is the ultimate goal for all planners. However, contemporary mathematical modeling approaches to land use planning may provide useful assistance in analytical, forecasting, and simulating purposes. Still, it lacks capabilities on alternatives designing, especially on the needs of practical location allocating problems. This paper proposes an approach, namely "grids-assembled", which is based on the rational planning approach, to simulate the process of alternatives designing to land use planning. By partitioning the planning area into a network of regular grids and with the concept conducted from "land use transferred", alternatives designing of land use planning can be transformed into grid-space assembled process with clear and finite procedures and mathematical equations. The test result shows that the proposed approach does achieve the automated goal of integrated computer technologies to assist alternatives generating for land use planning.
