Article Estimation on the Value of Ecological Recreational District-An Application of Contingent Valuation M

Abstract

The citizens have gradually noted the importance of recreation ecologically, equally emphasize on environmental conservation as well as recreational development, since the spread of ecological conservation and the respect on the environmental quality from travel during these years. But, in Hsin Chu, Taiwan, most of the places of natural recreation have become environmental sensitivity areas, such as wet land, water sources area, and wild animal protection area, etc. The development on these sites should do harm of the environment and a negative impact on the economic benefits. Therefore, valuation on the environmental sensitivity areas is the most important strategy while setting up the tourism policies. The purposes of this paper are to evaluate the economic benefit of environmental sensitivity areas along the Coastal of Hsin Chu and the value of ecotourism while developing these sites. The data, from the survey on the residents' consciousness, are arranged to estimate the different kind of economic values by using the contingent valuation method. The contents of this paper include threefold: first, the residents' perceptions of ecological recreation such as tourism recreation value, education approach value, esthetics value, and ecological conservation value; second, the derivation of economic benefits from the survey such as use vale: tourism recreation value- $459.321, education approach vale- $306.903, esthetics value- $937.780, and non- use value: existence value- $-2842.920, option value- $849.245, bequest value- $1771.900; third, the derived development strategies from the results include establishment of ecotourism perception information system and a complete ecotourism maintain and management system.

Article Symbiosis Strategies between Environmental Justice and Biodiversity-Case Study of Tanayiku, Chiayi

Abstract

Although the designation of traditional protection areas has an aggressive purpose of protecting biodiversity, it often deprives the rights of living of aboriginal peoples and results in environmental injustice. In this regard, the designation of protection areas is a double-sided sword. On the one hand, it is an important tool for achieving biodiversity; on the other, it has become a powerful tool of damaging environmental justice. Therefore, what kinds of approaches and mechanism should be adopted to designate protection areas and to preserve biodiversity has become one of the major issues regarding the management of protection areas. This study uses literature review to examine the context of biodiversity and environmental justice and attempts to search for common principles in these two seemingly contradictory perspectives. Further, this study adopts these principles to evaluate the Tanayiku, Chiayi County. The accomplishment of biodiversity and environmental justice is a process of paradigm shift. Moreover, by adopting empowerment to help implement the sharing of powers and by learning processes to achieve symbiosis of human and the nature are necessary foundations for effectively managing protection areas and the necessary requirement for achieving sustainable development. From the Tanayiku experience, this study proposes two important apocalypses: paradigm shift and empowerment. Based on these two apocalypses, three operational strategies are suggested: monitoring and evaluation, participatory management, and appropriate development.

Article The Heuristic Process of Appraiser in Determining Property Value: Aspects of Selecting the Appraisal

Abstract

The main purpose of this article is applying behavioral theory to investigate the valuer's behavioral characteristics in the appraisal process, and to examine the relationship between the decision-making process of process and its influential factors. A process tracing questionnaires survey was conducted in the empirical analysis. In selecting appraisal reference points, both the χ2 test and Mann-Whitney U test statistic reveal evidences that expert appraisers have a significant tendency to choose the non-transition value. However, the results reveal that the level of geographical familiarity and the time spent on the appraisal procedure do not have significant relationship with reference point choice. On the other hand, the senior and junior appraisers may have the same inclination in choosing appraisal procedure. The results also show that the appraisal procedure choice has great divergence with appraiser's geographically familiar and their appraisal operation time. The results of logit analysis present the main factors that would affect appraisers in the determination of selecting appraisal procedure are client's feedback effects, reference point choice, time for operation, level with geographically familiar, and the information collection process.

Article The Shop Rents Analysis of Underground Arcades in Taipei Metro System: Application of Hedonic Price

Abstract

 Following the metro network of Taipei taking shape gradually, the underground arcades in the metro system planned by the government have also started to operate successively. Based on the experiences of developed countries, metro system and its attached shops are complement with each other. Furthermore, commercial circumstances on the ground and underground have linking effects on each other. Operating the shops of underground arcades successfully is really one of the major issues of a city. This research aims to analyze the influence factors of the shop rents of underground arcades in the metro system empirically, and proposes the planning strategies for the underground arcades. The samples are investigated from the Easy Mall and East Metro Mall in Taipei metro system. The Box-Cox regression analysis is applied to calibrate the hedonic price functions, in which the basic assumptions of regression analysis are examined to create the best linear unbiased estimator. The empirical results concluded as follows: The higher ground land value, the higher numbers of people using metro, or the smaller shop area, the higher shop rent per Ping (about 3.3m^2). Furthermore, the hedonic price functions between two underground arcades are significantly different. Finally, according to the results of empirical analysis, this research proposes the planning strategies for the underground arcades. In the aspects of location selecting, the underground arcades should locate on the area that the ground land value is high or the numbers of people using metro stations nearby are high. In the aspects of shops arranging, it should adopt small shop unit if the total renting area is fixed. In the aspects of ground developing, it should review and modify the land use zoning and regulation on the ground to make underground arcades operating successfully.
