Article The Articulated Process of Small Commercial Market Town and Spatial Capital Restruction: Case Study

Abstract

This research purpose lies in stressing on the Yiwu, county-level city (xian-ji-shi) Zhejiang Provinces China, which originating in the market town (traditional in private individual economy of walking trader and street pedlar's culture) had the dramatic spatial transfer to professional commercial-city since 1980s. Throughing with literature review and in-depth interview in fieldstudy, the author attempts to construct the unique spatial pattern of Yiwu's tri-territorial governance; i.e., it is going to integrate with the local government' subordinate enterprises, specialized commodity markets and completeize infrastructural utilities. Finally, the spatial production process of above, that mechanism is not only distinction between Wenzhou, Shanghai and Zhujiang River Delta, but also differ from some discourses of traditional location theory, central/periphery…. Hopefully, "Yiwu market-town's spatial development pattern" is the contribution of this study.

Article An Evaluation Model on Urban Development

Abstract

Urban Affairs decision is the key influential element on urban planning. Most of the urban planning in Taiwan is decided with group decision making method which is mainly operated with mediation to integrate committee members' opinions. During the mediation process, the alternatives operative possibility is either not fully analyzed or decided by the majority rule. Such black box decision making about urban affairs cannot operated again and again because that the increased social cost from inappropriate decision will be harmful to the country. Due to the results described above, the most important issue of all is to formulate appropriate urban affairs model with open and objective decision process. The relative reviews demonstrated that Fuzzy Delphi Method and Fuzzy Analytic Hierarchy Process could be used to improve the weakness while applying group decision making method on urban affairs decisions. The traditional decision makers in the past always made decisions according to their own preference and specialization instead of rational analysis. By applying Fuzzy Delphi Method and Fuzzy Analytic Hierarchy Process on urban affairs decisions, the problems from group decision making method can be avoided. It is very important to use the open, fair, and objective decision pattern on urban affairs. The purpose of this paper is to formulate the evaluation model of urban affairs including expertise perception on urban environmental quality analysis as well as weighting measurement of perception factors. Finally, HsinChu area is used as an example to evaluate the urban development patterns among the alternatives of "Urban Smart Growth", "New Urbanism", and "Optimal City Size".

Article The Impacts of Manufacturing Industry Development on Migration: An Empirical Analysis in Taiwan

Abstract

This paper examines the impacts of the manufacturing industry development of region on interregional migration, and tries to understand the effects of the establishment of Technical Park on regional development. Based on the shift-share analysis, we use the metropolitan related data from 1990 to 2003 in Taiwan to calculate manufacturing industry mix effects and competitive effects of regions. According to the empirical results of time series and cross section model, the major findings in this study are summarized as follows. First, the competitive effects of traditional and infrastructure manufacturing industries would attract people to move into the regions. So they could bring migrants into the outflow areas. Second, local governments of the inflow areas should make efforts to develop fast-growing technical-intensive manufacturing industries, or those industries which have the regional competitive advantages relative to the other regions. Since the policy would not enhance immigration, it would avoid some negative externalities such as crowd, pollution etc. Besides, it could let residents share the benefits caused by the policy more effectively.

Article The Spatial Division of Labor between Hong Kong and Macau in the Pearl River Delta-Bordering the Ter

Abstract

Hong Kong and Macau are the two important nodes in the Pearl River Delta (PRD) mega-urban region. Because of their highly internationalized status, they have the potential to play driving roles promoting the spatial economic development of surrounding areas in PRD. However, the institutional design of cross-border governance in the region faces special challenges owing to the existence of "One Country-Two Systems" (OCTS) framework. While the local states in PRD have realized the importance of remaking the urban positioning between Hong Kong and Macau to pursue the harmonious city-to-city coordination in the formation of cross-border governance, the OCTS framework has constructed a special relationship between Hong Kong and Macau in terms of territorial border (without national sovereignty). In the paper, I intend to analyze the spatial division of labor between Hong Kong and Macau from the perspective of "borderland integration". My paper argues that cross-border region is the critical concept in the restructuring of institutional infrastructure for the Hong Kong-Macau coordination because the OCTS framework generates the spatial border resulting in the partial territorial and institutional barriers. At least in the short term, borderland integration will be the most feasible option to reduce the governance dilemmas caused by OCTS framework. However, the process of regional governance still has to face challenges such as asymmetric government attitudes, internal uneven regional development, and Macau's bounded territory.
