Article Planetary Urbanization: A Preliminary Research on Hsinchu Metropolitan Development

Abstract

These three decades, the populations in Hsinchu metropolitan have been growth three hundred thousand, the fastest growth rate and the youngest region in Taiwan. The globalization of scientific and technological production settlements, the huge housing demand of the staff of science park, university and the ITRI, etc. has led to urban sprawl and the embarrassment for public infrastructure. This paper observes Hsinchu, an emerging metropolis, with technological growth from the perspective of Brenner's theory of "planetary urbanization". Under global neoliberalism, the blurring of urban-rural spatial divisions simultaneously reshapes the urban public sphere and restructures the state and civil society. In general, the open innovation network of scientific and technological communities and industrial clusters is an important feature of interaction and innovation in the Hsinchu metropolitan area. However, this milieu of scientific and technological innovation is hard to be compatible with the conservativeness of technocrats and blueprint planning systems in Hsinchu forming a special planetary urbanization. In a nutshell, in the continuous process of social production and spatial transformation across scales in space and time, we need new insight into socio-spatial formation patterns in the future of urban life.

Article The Impact of Surface Material on Thermal Comfort in Bandung City Hall Park/ Taman Balai Kota Bandun

Abstract

Bandung City Hall Park is a park located in the center of Bandung City which is part of the Bandung mayor's office. Bandung City Hall Park consists of Sejarah Park, Labirin Park, Badak Park and Dewi Sartika Park. Bandung City Hall Park in 2015 experienced a significant change in surface material, previously the ratio of vegetation area was much greater than the pavement. In 2019, the Bandung City Hall Park had a ratio of 50.29% pavement and 49.71% vegetation. In this study, testing and analysis of the Bandung City Hall Park was carried out by measuring the temperature of the air and material at each point for 3 months from October to December to determine the effect of the impact of each material and vegetation on temperature in the Bandung City Hall Park area. The analytical methods used are quantitative and qualitative methods. Qualitative methods are carried out by field observations and quantitative methods by collecting data in the field and processing it. The measurement results of surface temperature and air temperature in the area, found that in the Sejarah Park, the average air temperature was 29˚C-30˚C, this was caused by pavement 87.40%, softscape 6.1% and water 6.45%, the material is dominated by pebble coral which reaches temperatures of 40˚C-44˚C during the day, and andesite stone which reaches temperatures of 38˚C-49˚C. Labirin Park has an average temperature of 24˚C-33˚C, this park is dominated by 69.22% softscape and 30.77% hardscape consisting of asphalt with an average surface temperature of 40˚C during the day. Badak Park has an average temperature of 26˚C-33˚C with a predominantly 65% pavement and 35% softscape, the low temperature caused by lots of big trees so that andesite stone and pebble coral tend to have low temperatures ranging from 25˚C-35˚C. Dewi Sartika Park has an average temperature of 26˚C-34˚C with pavement and softscape compared to 53% and 47%,  this comfort air temperature caused by many shady trees that protect the pavement from exposure from direct sunlight. From the results of field observations, it was concluded that the highest heat contribution to the Bandung City Hall Park was obtained from the Sejarah Park from coral and andesite rock material which reached an average temperature of 38˚C-49˚C. The lowest heat contribution is obtained from Labirin Park which is dominated by softscape. The material used in Bandung City Hall Park has an influence on the surrounding air temperature, and from the results of the analysis of measurements of air temperature, the Bandung City Hall Park air temperature in the range of 24˚C-34˚C, which is the threshold for outdoor thermal comfort is between 22.1˚C - 30˚C.

Article Re-examining the Impact Factors of Economic Resilience with the Covid-19 Epidemic – Taking Northern

Abstract

Under the development of globalization, frequent cross-regional traffic exchanges have led to the prosperity and development of cities around the world, but they have also resulted in a high concentration of human activities in cities, bringing spatial heterogeneity to the development of various cities. Many studies have shown that the characteristics of urban can affect the performance of its economic resilience, but past research has mostly focused on the impact of financial shocks. Therefore, through the Covid-19 pandemic, this study examines the differences in the impact of urban characteristics such as the proportion of manufacturing, population mobility, industrial R&D investment, and public facilities on the performance of economic resilience under Covid-19. According to the calculation results of economic resilience in northern Taiwan during the pandemic in 2020, and the analysis results of Pearson correlation coefficient, it is shown that the higher the proportion of manufacturing industry and the higher investment in R&D, the more resilient the economy is. Areas with a high ratio of population mobility to public facility area are less likely to demonstrate economic resilience in this pandemic. It is judged that the reason is that in order to reduce the risk of infection, the public avoids entering and leaving areas with a high probability of contact, which increases the willingness to consume in the area. decrease, which in turn affects the economic performance. The research results of this study show that the impact factors of economic resilience will vary according to the nature of shock events. Therefore, policymakers should take the nature of shock events into consideration when formulating relevant policies to deal with shocks in the future.

Abstract

With the advent of an aging society in China, the country's friendly environmental welfare policy is gradually being valued! Before obtaining a license for use of public buildings after completion, they must pass the inspection of "barrier-free environment facilities and equipment". However, inspectors often ignore the left side of the elevator (floor, switch, warning, up and down) button area, and set the correctness of the content and meaning of the "Braille sticker"! This article focuses on the elevator main keyboard buttons in the building hall of a district office in Taichung City. "Braille stickers" is the research object, and operations such as taking pictures, recording, and analyzing are used. And through literature review and analysis, construct a Braille sticker standard model, put forward the four stages of Braille stickers "on-site", "standard", "error" and "correction" in the investigation case, compare and analyze, improve, etc. Operation. research shows:

1. Miscognition of Braille stickers: There are 9 keys in total on the main keyboard, and there are 9 Braille stickers installed on the right side of each button (wrong), and the "-1" button is not set with Braille stickers (with errors); its Braille tiles have a 100% error rate.

2. Analysis of Braille patch errors: Click on the left side of the buttons "4", "2", "3", "1", "On", "Off", "Bell", "Wind" and "Extend" Word patch (construction error). The improvement strategy is "turn the word patch 180° in reverse time".

3. Braille patch prevention countermeasures: Two ways to prevent errors are proposed on the left side of the button, (1) Braille board upright recognition; (2) Braille board Chinese annotation.

Article Disaster Resilience Indicators for Transit-oriented Development Building Bulk reward: The Case of Ta

Abstract

The probability of extreme climate disasters is increasing. Whether cities have disaster resilience to withstand the impacts of disasters has become one of the current development issues. Transit-Oriented Development (TOD) has been seen as a planning method that can achieve city sustainable development. Taipei City and New Taipei City have implemented TOD policies in 2018 and 2019, respectively. Because of the TOD policies promoted, the intensity of land use around public transportation system stations will be increased. While emphasizing land types with high habitability and accessibility, population increase, and high-density land use may increase vulnerability. Therefore, considering the disaster resilience of the city, it is necessary to assess the environment before implementing the TOD policy. This study reviews the related literature for disaster resilience and TOD, and then establishes the disaster resilience indexes framework for TOD Building Bulk reward. This study uses expert’s questionnaire and the Fuzzy Delphi Method to sort out the indicators. The final indexes framework includes four themes and 10 indicators. The four themes are "physical vulnerability", "social vulnerability", "environmental capacity", and "response and adaptation".
